シェルター設置の進捗状況を報告しておりませんでしたが、今日までに８５軒の設置が完了しました。今日はその立役者であるエンジニアを紹介します。 (写真　右側)

Md. Abul BASHARさんは、建設部門を指揮するプロジェクト・エンジニアです。資材の準備時から建設まで、非常に丁寧な仕事をします。クリエイティブに、資材管理、建設管理、建設スタッフの管理を行っています。

困難に陥っても”we shall overcome”といい、解決方法を具体的に模索し、提示してくれます。仕事へのコミットメントは人一倍あって、事業に参加して以来、一度もダッカに帰らずに、休日も事業地にはりついています。同僚スタッフを気遣い、関係を大切にしています。

彼は自分のことを時々話してくれますが、1つ印象に残っていることがあります。「何か問題があったらまず自分で考えてみることだ。人は皆、解決する力、内に秘めた力を持っていると信じているんだ。」と言っていたことです。黙想の時をもち、自分の力を引き出しているそうです。私は、特に苦しいとき、彼の最大限まで自分に挑戦し、妥協をしない姿に学ばされています。

忙しくサイトを回っているときでも、夕日を見ると一瞬立ち止まります。ブアプール事務所では度々停電となりますが、真っ暗な中、本当に美しく輝く月を見ることができます。そんなとき、バシャールが言いました。「月明かりがこんなに美しいのに、よく人は眠ることができる。自分は眠ることができない」。自然をこよなく好み、詩をよむことが好きだそうです。 (写真　右側)

（　I would like to introduce today, our project engineer, Md. Abul BASHAR. He has been the key person for the project; organizes and manages the preparation phase to construction phase in a very orderly and creative manner.

Even with the difficulties, he just says “we shall overcome”, and find a concrete action to solve the problem. He has so strong commitment that he has been always at the project site, without going home even one time, since he has joined the project. He also takes care of the staff, and keeps good relationship.

He sometimes shares about him with me. One thing I strongly remember is that he believes in human capacity to solve a problem. He said that each person has capacity to solve problems, the power within us. He extracts his positive power, taking time for himself. He does not compromise, but challenges to utmost of himself. I learn a lot from his attitudes, especially in time of difficulties.

When we went around the field, when the sun was going down, he stopped and took a moment to appreciate. He appreciates the nature, and reads poems. ）

What is your background?
I worked for a construction company for 2 years, and multinational origination in Dhaka for 4 years. When I worked the latter organization, I learned Japanese Quality Management System such as TQM (Total Quality Management) and TPM (Total Productivity Maintenance) and various PST (Problem-Solving Tools) like Why-Why Analysis, 5-S, KAIZEN, MUDA-ANALYSIS, POKA-YOKE, PQCDSM, Abnormality Management with Tag System, House Keeping Audit, PDCA Cycle, etc. I become a trainer later of those management systems. Besides this I am a certified Internal Audito of ISO 9001:2000. After having worked for Bricial City Corporation (Barisal Municipality) as Estate Manager for 4 years, I joined Habitat. I am a Civil Engineer (Diploma). I value education, so I got Master in Political Science and Graduation in Legal Law. Now I am studying on MBA.

I am very much thankful to the Japanese QMS. I got many Problem Solving Tools which are very useful to find root causes. It really increases my performance efficiency.

How do you find about Habitat? (He is a newly hired staff.)
I am happy to work for Habitat, because Habitat works for shelter. I like vision and mission of HFH. I think shelter assistance is very valuable and helpful for those who do not have houses. I am very proud to be a member of Habitat family.

What do you think about this project?
I enjoy this project. The shelter that we provide is for those who affected by the flood and homeless. I enjoy when I could feel the happiness of the people being side by side upon constructing their houses. They sometimes do not express by their mouth, but I can see in their eyes and actions that they are very happy. It is very great and I am proud to be able to work for this project. With this project, I can do something for needy people.


What do you think about the type of the house?
This type of the house and using the bamboo for roof traces is new in Bangladesh. The common practice is to use wood for traces. The people can not think that it can be done by bamboo. This has been a new experience for me as an engineer.

Because it is made by bamboo, I used T-Nut to attach to CI sheet (tin sheet). Usually we use screw, but the screw can crack the bamboo, and on the time of strong wind, CI sheet may separate from bamboo. So, I thought of using T-Nut for bamboo truss. This is new concept in Bangladesh.

Also, it is good to put up 4ft high for flood resistance. The people liked the house. The community people told us that they would go to the house in the time of flood. This new whole new experiences will help me on my work in the future.

How is the life in Bhuapur?
Sometimes summer camp; sometimes picnic party; sometimes big working field with so many workers; and big construction team work field

Do you have difficulties?We continuously work with difficulties. There are so many difficulties on construction, a lot of problems, new experiences and much sharing, but the problems can not stop us moving ahead. When there are problems, we take collective action and also preventive action, so that no same problem would happen again.

I believe in team work.
I have a great faith on the saying ‘together we can make a big difference’. I know the race for quality has not finish line and ‘Excellence’ is an ever- moving target. I like to set standard first and trying to achieve more then standard. This is my philosophy of working.

オペレーション・マネージャーのムスタファ・カマル（Kamal Mostafa Zakir）さんを紹介します。(写真　左側)

カマルさんは、洪水が起こる少し前の２００７年７月にハビタット・バングラデシュで働き始めました。名門ダッカ大学で、地理・環境学部内の災害管理を学び、災害管理・対策プロジェクトに関わった経験があります。

今回の事業ではオペレーション・マネージャーとして、私たち日本人スタッフと最も密に連絡を取りながら、地域行政との調整、建設工程管理、エンジニアや他の建築スタッフの監督、資材調達など、多岐にわたる仕事を行っています。

バングラデシュ到着後１日目、１２月２日の朝、ハビタット・バングラデシュ・オフィスで会ったとき、彼の目は本当に輝いていました。興奮と期待でいっぱいなのが感じられました。勢いがあり、情熱ゆえに言い合いになることも度々ですが、よいチームメートです。

(I would like to introduce our Operation Manager, Mr. Kamal Mostafa Zakir. He has been the closest contact with us, Japanese staff. He works with government, does coordination and procurement, tracking, and supervises the engineers and other construction staff. On my first day in HFHB, when I met him, I was so impressed with his shining eyes with excitation and expectation. There are times that we argue because of our commitment to the project, but he is the great and necessary teammates of this Bhuapur project.)


1. What is your background?
I took Geography and Environment in University of Dhaka. I have another Masters degree in Disaster Management. I have involved in programs/projects such as community based disaster preparedness, risk reduction action plan, water logging and social issues, cyclone shelter and its accessibility to the physically challenged people, cyclone resistance housing system in coastal area, and indigenous knowledge and coping mechanism to cyclone.

2. What made you pursue Disaster Management?
The study of geography and environment is related to disaster. When I was a student, I learned many issues such as volcanic, flood, tsunami, etc as a part of my course. In Bangladesh, we have all kinds of hazards except volcanic, snowfall and ice burg. As a person born in a county with so many hazards, it made me interested in to study and work in the field of disaster risk management. I thought this study will relate me to NGO work and other also works.

3. Why you joined Habitat?
Habitat works for long term shelter assistance. There are other organizations provide food and emergency assistances, but mostly those are short term. I believe if the person has decent home, he/she can manage to start their livelihood. The person definitely needs shelter to reconstruct their lives. So to work for reconstruction, I joined Habitat.

3. What was your feeling when this project started?
I was really excited; this is my first project in HFHB. This is a big and action based project.I wanted to challenge myself and bring a successful result for HFHB’s team.

4. How is your life at Bhuapur office?
The life at Bhuapur office is enjoyable. There are many problems, but I can stay with so many workers, engineers, and community people. I learn a lot from them. I enjoy eating together, having meetings with staff, and solving problems together. It is really interesting for me in solving the problems with meeting and talking with staff.

5. There may be many difficulties, but can you share one of those challenges?
Political issues, bamboo procurement, and duration of project is short

6. What do you find the significance of this project?
The kind of the house that we are building is not only first time in the community, but also in the Bangladesh. It is completely flood resistance. This project is something different from other HFH programs, and other projects done by other organization which work for disaster response in Bangladesh. So I see great significance in this project and I am sure others (NGOs) will start to build this type of house in the flood affect areas in Bangladesh.

今日はダッカオフィスのスタッフを紹介します。アシスタントのファティマ・アクタールさんです。

ファティマさんの仕事は、ダッカでの資機材の調達、コーディネーション、情報収集、翻訳や通訳です。ダッカ大学で地理・環境学を専攻し、バングラデシュの気候変動について研究してきました。今回の事業で新しく採用したスタッフであり、ハビタット・ファミリーの新しいメンバーです。これまでの経験とこの仕事への豊富を語ってもらいました。

(I would like to introduce our staff one by one. The first one is Mrs. Fatima Akter. She works as Technical Assistant at Dhaka office; procurement of tools, translation, coordination, etc. She is hired for this project, so she is a new member of Habitat family. Please take a look at her background and experiences. )

I am Fatima Akter, working as a Technical Assistant in the project of Bhuapur Flood Rehabilitation Project ‘2007 in Bangladesh conducted by HFHJ and funded by JPF. Being a citizen of most hazard prone country of the world I have great intention to do some research work　on the mitigation of disaster of different hazards of the country.

As a Graduate from Geography & Environment, University of Dhaka, Bangladesh, I have keen interest on using the latest methodology and techniques in research and generate new impetus for taking up new challenging works in this area. I did my MS research entitled Local Severe Storms in Bangladesh. Recently I have finished Post Graduation Course on International Development Studies from University of Oslo, Norway and did a research paper on Climate Change Impact on Bangladesh & South Africa. I strongly feel that I have the potential in making further significant contribution to the related fields of research.

Moreover I have field experience in the southern community of Bangladesh. I worked as a Field Coordinator of Disaster research Training and Management Center (DRTMC) of University of Dhaka and conducted the CRA (Community Risk Assessment) and RPAP (Risk Reduction Action Plan) in Chakaria Upazila, Cox’s Bazar for the Ministry of Food and Relief of the Government of People’s Republic of Bangladesh. I have felt very ashamed when we just assess the risk but can’t implement any necessary development steps for the Community People.

In this project, I have got much interest by observing the dedication of the Habitat Family to implement reconstruction, rehabilitation and community development for the disaster struck regions with the best effort. I am feeling honored to be a new member of Habitat Family.

 

[渡辺＠バングラデシュ、ブアプール]　ブアプールの朝

[バングラデシュ　ブアプール発 １月13日　プロジェクト・マネジャー　渡辺　和雄]

朝5時に目覚めた。ドアをあけて外に出る。
ふと見ると、ふくろうが竹竿のてっぺんにとまって、まん丸の目でこちらをうかがっている。
どこからか不思議な音が聞こえてくる。鳥か、動物か、なにかの鳴き声か。耳をすますと。手押しの井戸で水をくみあげている音だ。キーコ、キーコというかすかな音。なんとも懐かしい感じがする。


6時半にならないと明るくならないため、まだ夜の続きだ。すぐそこに見える作業場は、ハロゲン・ランプで照らされ、竹がヤマのように積まれている。あわせて5000本もの竹が納入され、この3週間というもの、切ったり削ったりを繰り返した。

長短に分けて区画された竹に占領されて、広かった作業場もいまや手狭になってしまった。そこで、はじめに作った竹の柵の一部をこわして、隣の田んぼに竹を置き始め、そこでも作業をするようになった。
竹ばかりになり、まるで竹問屋になった気分だ。

それを見て、竹の売り込みに来る業者が、しょちゅう来訪するようになった。作業の仕事がないか尋ねにくる地元の人も多い。「作業員の採用はこれ以上できません」という文書をパソコンでつくったと、昨夜スタッフが張り紙をみせてくれた。

遠くから犬のほえる声。5時半になるとコーランが流れる。嘆いているようにも、つぶやいているようにも聞こえる。歌のようにも、詩のようにも聞こえる。アッラー、アッサラ―ム。

部屋の隅では蚊取線香がさいごの煙をたてている。
わたしはベンガル・ティーを飲みながらペンを走らせている。
